enable Tau chains

Tomasz Bold requested to merge tbold/athena:fix-calo-clusters-output-from-LC-sequence into master

With this MR a bit of naming cleanup was done in the calo tau area so the key names clases are less likely. Tau chains are enabled Tagging @bernius @carquin PS1. The HLTCaloCellMaker config will be improved to use the same instance as in egamma. But for testing it will need precision egamma calo integrated in the menu. PS2. In the runMenu.ref I have also changed the electron counts. They are know to be unstable +- one count.
