CTPSim with new menu

Joerg Stelzer requested to merge stelzer/athena:master-TrigConfig-L1MenuClientCTPSim into master

This is the second part of moving to using the conditions mechanism to provide trigger configuration. It is a follow up on !23969 (merged), which is the writing part. The CTPSimulation is the first client making use of this.
