Fixed dataScoutingTest.py and updated dataScouting.ref

This is a fix for ATR-19862 where dataScoutingTest.py needed to be updated using the new defined functions in ElectronDef and PhotonDef. Reference was also updated following the addition of PrecisionCaloStep (not included previously in dataScoutingTest.py).

test_trigUpgr_dataScouting_build.sh ran succesfuylly locally
