Add overall new-style DQ configuration & test driver
Addresses the concerns of ATLASDQ-722 by providing top-level DQ configuration functions + flags & a driver script which runs DQ monitoring on ESD/AOD. Also adds the steering flags to switch DQ algorithms on/off.
Additional changes in other packages (in particular a small cleanup to get SCT monitoring to work in the overall framework).
