Add ATLAS_CHECK_THREAD_SAFETY for TrkExTools

At this stage mainly consolidating work done last year and tagging explicitly open problems

Missing and marked as NOT_THREAD_SAFE :

  • Navigator This is critical and is due to access to Tracking Geometry
  • TimedExtrapolator Less critical for Reconstruction
  • NavigatorValidation This is the least critical as is to run on "debug"/"validation" mode only.
