Set isOnline=True in full_menu and update reference accordingly

Quickly set {{isOnline=True}} in full_menu so that (hopefully) no isOnline-breaking changes make it into master.

Longer term: make {{testHLT_MT.py}} set {{isOnline=True}} for data and not for MC.
