Fixes for muon trigger input maker configuration

Changing the input maker used to for full scan and isolated muon chains to create one view per muon and not one view per RoI. This ensures that the correct number of muons are seen by the hypo algs (previously only one muon was being considered in the hypo regardless of how many muons were reconstructed, so we were in some cases rejecting events that should have been accepted).
