Fix decision storage for Full Scan

In this MR the decision storage for the FSDecisions is modified to be as for all other RoIs. The issue was discovered while MinBias development. Now we can run succesfuly the Hypo check. The same change has be made in TrackCountingHypo once this MR is included. Tagging @somadutt
