Egamma cluster copier take into account the Presambler energy (relates to ATLASRECTS-4169)

The standard way of calculating EMFrac does not include Presambler.

This could lead to complications in the ~"crack" region whick resulted in a bit complicated code

This is an attempt to simplify the workflow here and also a way to resolve ATLASRECTS-4169
