EMTrackExtrapolation tools : return failure when no intersection is found

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:allow_to_fail_for_no_intersection into master

Return failure when not intersection is found. This is no fatal and the clients should be handling it anyhow.
