Add AsgCutBookkeeperAlg

Add AsgCutBookkeeperAlg to be able to read in initial sum of weights. A new histogram with configurable name is created which can contain run number and MC channel number to be able to run on multiple datasets at once. As run number is not stored in metadata for some reason it is added as a flag to the algorithm.
