Raise calo energy thresholds for Brem/GSF

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:try_thresholds into master

Since e/gamma is fully Topo seeded we migrated from fixed size sliding window to topological clusters for the seeding of calo Brem and GSF. This has increase the cpu . Try to further raise the energy threshold closer to what the sliding window used to be.
