TrigL1CaloUpgrade: Update to calculate the hadronic isolation using Tile cells or Tile TT

This merge request includes the option 'UseTileCells' to calculate the hadronic isolation using Tile cells instead of Tile TT: all SCs from layer 2 from the eFEX cluster are matched to the respective Tile cells using a variable delta R requirement. The energy of the matched Tile cells is calibrated and summed along the three Tile layers.

This function is aimed at phase II, and can be configured with a flag. We will merge to 21.3 first to avoid conflicts with 21.9, even though the primary use case is 21.9. It may also be interesting to test the algorithm in 21.3.
