update to new configuration for muons

Edward Moyse requested to merge emoyse/athena:master-update-muonconfig into master

More fixes to try to get the MuonSegment new configuration working again. Also fixes some problems flagged by !25400 (closed)

Currently with these changes it is not completely working - the python step is okay, but the actual job fails with an issue with the magnetic field which I need to debug.
