Move HLT framework histograms to HLTFramework directory

As discussed in ATR-19667, I'm moving all HLT framework histograms to EXPERT/HLTFramework/<component-name>.

I tested this by running test_trigUpgr_full_menu_build.sh and test_trigP1_CalibPeb_build.sh and checking the content of the root files.
