Cleaning LArConditionsTest

Pavol Strizenec requested to merge pavol/athena:cleanup_LArConditionsTest into master

This is to move the classes used for manipulation with LAr conditions data out of LArConditionsTest package, which should serve solely for unit testing. The moved classes are not used in standard jobs.
