Allow configuring jobs with Identifier helpers but no GeoModel

It bothered me since years how hard it is to configure jobs that use the identifier helpers but no GeoModel. This MR is the solution, in particular for the new job config.

@jchapman: While still not exactly 'elegant' I think this is the best short term solution.

@pavol: That could be useful for the LAr calibration jobs.
