Configure all muon recFlags automatically, CSC/MM/sTGC in MuonRec_jobOptions

Hi all,

this MR sets all muon recFlags to True in reconstruction and adjusts them in MuonRec_jobOptions according to the layout which is used. With this change, one can run Reco_tf.py in 21.3 with --autoConfiguration everything and all layouts (Run2/asymmetricRun3/symmetricRun3) will work.

Looks like the frozen Tier-0 tests are failing: ERROR Your tag breaks the frozen tier0 policy in test q431. See run_q431/diff-root-q431.ESD.log file for more information.

Not sure what to do with this one then? Tagging @pavol who will be on L2 shift tomorrow.
