Improve digi and overlay mt art tests master

This merge request makes some improvements to the MC16a-style MT Digitization tests. It also adds a similar set of tests to compare MC+MC Overlay output when running in Athena and AthenaMT. Not all of these tests are expected to pass, but they will allow us to keep better track of which parts of the code are thread-unsafe.

Finally I've updated skeleton.Overlay_tf.py so that it supports Overlay for all sub-systems.
