Updates for ATLASRECTS-5077

• Use PixelDetectorElementCollection of condition store in tracking codes

• Use PixelDetectorElementCollection of condition store in trigger codes (except for FTK)

• Use PixelDetectorElementCollection of condition store in T/P converters of Pixel clusters

• Load PixelDetectorElementCollection of condition store in client codes related to Pixel clusters to trigger it before T/P conversion

• test_trigUpgr_full_menu_build.sh had differences due to the incorrect IBL alignment treatment in the new alignment mechanism (https://its.cern.ch/jira/browse/ATLASRECTS-4778) and updated the reference file.

  • For the incorrect treatment itself, MR !26047 (merged) was prepared.

• RunTier0Tests.py with master,x86_64,centos7,gcc8,opt,2019-08-29T2130,Athena + MR !26047 (merged) was fine.
