22.0-TagInfo_ExtendInterface-EventInfo

Extend existing interface for the TagInfo object to allow return by value when finding and getting tags (instead of returning in a reference argument), also introduce a str() method giving a string representation. Update code for C++17, and introduce new tests for these methods.
