JetTagTools, BTagging: Make ITagTool const.

Make ITagTool::tagJet const. Remove the setOrigin() interface in favor of passing the vertex directly to tagJet(). Also pass arguments by reference instead of by pointer.

Minor boilerplate cleanups.
