move the EventLoop-SubmitDir date separators into the date-format

Nils Erik Krumnack requested to merge krumnack/athena:el_date_format into 21.2

That way users can actually change the separators if they want to.

Also made sure that I don't try to remove an existing directory more than once. It shouldn't come up much, but there is no point in attempting it multiple times.
