TileRecUtils: Remove Tile reconstruction method TileOpt

The Tile reconstruction method TileOpt which uses OFCs from files has been removed since there is identical method TileOpt2 which uses OFCs from DB or calculated on the fly and in order to avoid support/synchronyze both of them.

Unused includes have been removed also from other Tile reconstruction methods.
