new-style config for BS -> CaloCluster reco

Main purpose: First version of a fragment configuring ByteStream->CaloCluster reconstruction. Disclaimer: The result is not yet identical to the standard reco, not all correction tools scheduled

Along the way, adding a simple text dumper for cells and fix a few bugs found during testing.
