New LArMonitoring algo LArDigitsMon

This is to add new LAr monitoring algo LArDigitMonAlg, as replacement of the similar tool. To run properly, also new config for LArNoisyROSummaryAlg was created, as well as new config for known noisy FEBs cond. algo.
