Change the order of data members of SiDetectorElement (ATLASRECTS-5079)

• Change the order of data members to be easily understood.
• Use std::log and std::atan2.
• Use defined minWidth/maxWidth/length methods instead of those of m_design.
• Add/remove space. Delete obsolete comments.
• Fix missing initialization of some variables.
• Swap variable order.
