Remove std::recursive_mutex from SCT_FrontEnd.

Remove std::recursive_mutex from SCT_FrontEnd by introducing SCT_FrontEndData and making it a local variable rather than a member variable.

RunTier0Tests.py was fine. RunTier0Tests.log
