PixelAthClusterMonTool in new monitoring framework

First tool (PixelAthClusterMonTool) and skeleton for the other two tools of the new Pixel ATHENA monitoring code (ATLASDQ-675) for the review. The old code is replaced with this one, which has been locally tested using Reco_tf.py with dozen of events against the latest master nightly.
