JETM15 UFO fix

Jennifer Roloff requested to merge jroloff/athena:JETM15Fix into 21.2

Currently, JETM15 is broken due to a bug in the track linking code for UFOs, as well as a problem in the derivation with creating the track associations for UFOs. This MR provides a fix for both of those things.

@cdelitzs who alerted me to this problem.
