egammaSuperClusterBuilder : Re-introduce a version of the checkEnergy deposits tool.

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:ATLASRECTS-5144_part_II into master

This should help a bit with ATLASRECTS-5144. More or less re-introduce the tool checking for a maximum fractional energy deposit.
