Remove SCT_ByteStreamFractionContainer ATR-20647

Susumu Oda requested to merge oda/athena:master-SCT_ByteStreamFractionContainer into master

Remove SCT_ByteStreamFractionContainer because the information is not really used and this requires additional migration to IdentifiableContainer.

RunTier0Tests.py was fine (found only expected difference). RunTier0Tests.log
