TauAnalysisTools: RNN Recommendations

This MR delivers an updated set of tau recommendations, including:

  • new scale factors and uncertainties for the RNN tau ID
  • updated scale factors and uncertainties for the BDT tau ID
  • updated corrections for the tau energy scale
  • updated electron veto (eleBDT) scale factors and uncertainties
  • updated binning of the scale factors and uncertainties (using MVA TES instead of Calo TES pT and eta)

This MR requires a new set of input histograms (00-03-12) from cvmfs.
