add dictionaries for MVAUtils

This is a small change. In this way we are generating dictionaries for the MVAUtils classes, so that they can easily used in python. Presently I am using it to test if we can apply a BDT trained with lgbm with MVAUtils.

This MR should be cherry picked to master
