AnaAlgSequence: fix handling of public tools

Tadej Novak requested to merge tadej/athena:analysis/publictools into 21.2

This only affects EventLoop. As public tools are added as algorithms, we need to make sure that they exist in a valid stage, otherwise we can not remove calibration stages.
