Add basic RegSelTool classes for new RegionSelector implementation

adds an Interface class for the RegSelTool class, pluss the basics header and tool.

This is as an eventual replacement for the bloated RegSelSvc, with a similar, yet greatly simplified interface.

More complete details will be added when the other associated classes have been added
