WIP Addition of Tau Fake Factor Tool

Two packages have been added to /PhysicsAnalysis/TauID: TauFakeFactorTool and TauFakeFactorToolData. These are independent packages for two independent methods of estimating fake tau backgrounds. The packages are essentially stand-alone executables with ROOT dependencies.

Both packages were tested as sparse builds in runtime environments: asetup 21.2,AthAnalysis,latest and asetup 21.2,AnalysisBase,latest

In both cases, the packages compiled and were executable with expected results.
