Towards Muon Digitization Config Agreement

Rupert Tombs requested to merge rtombs/athena:DigiMuonPileUp into master

Make new style Muon spectrometer config closer to old style results by including truth information and correctly attaching digitization tools in PileUpTools. Affects MDT, TGC, RPC and CSC.

Follows on from !27860 (merged).
