Merge the package TriggerRelease into TriggerJobOpts

As discussed in ATR-20499, the TriggerRelease package is a remnant of the past and all its contents actually fit better into the TriggerJobOpts package. This MR is moving all files from TriggerRelease to TriggerJobOpts, updating the path in all client code, and removing the TriggerRelease package. Closes ATR-20499.

The client code was mostly obsolete job options and comments, but some very central places were relevant, so I think this needs full-unit-tests.
