correcting misleading comments in configuration

Nicholas Styles requested to merge nstyles/athena:21.0-fixMisleadingComments into 21.0

The description of some tracking configurations is misleading (stating that all clusters are used, when only previously unused clusters are in fact used). This MR corrects these comments.
