Fixed EmuStepProcessing test, removed other emulation tests

EmuStepProcessing is fixed. Use the L1 menu LS_v1 to configure L1ConfigSvc. That information is not used in this test. Yet there is dependency on the L1Menu object presence in detector store. Other two emulation tests are removed as mentioned in: ATR-20572 (this MR provides fix for it actually). This MR need approval from @fpastore as some tests are removed.
