WIP: Add InDetRawDataContainer_p3 and TRT_LoLumRawDataContainerCnv_p3

Adding new TP Converter classes initially a copy of InDetRawDataContainer_p2 and TRT_LoLumRawDataContainerCnv_p2, to allow TRT sub-system experts to develop a new more compressed persistent format. Currently these new classes are unused by default.
