Adding TightTrackOnly_FixedRad electron isolation to AnalysisTop

Baptiste Ravina requested to merge ravinab/athena:AT-trackisolation into 21.2

Like it says in the title.

The TightTrackOnly_FixedRad electron isolation WP should not be used in busy/boosted environments, but provides better background rejection above 50 GeV than its counterpart TightTrackOnly.

Dedicated SFs may not become available for this WP, so we keep it listed as "experimental" in AnalysisTop. More info on the IFF twiki.
