WIP: First draft of the algorithm writing out TLA jets (within the jet trigger domain)

This is a first stub of the algorithm that substitutes the TrigHLTJetDSSelector one, to select jets from the trigger jet container and passing them on to the next algorithm to be written out in the Trigger Level Analysis / Data Scouting stream. We have tested that it works with a standalone job options. Now it needs to be configured to pick up the jet collection coming from a jet chain, and attached to the developments by W. Wiedenmann and R. Bielski. Note: Work done in collaboration by the TLA team
