removed review-pending-level-1 label

I added std::mutex but I noticed that PixelRawDataProviderTool::convert is non-const. std::mutex is unnecessary in non-const methods. However, all methods of tools should be const. I will make PixelRawDataProviderTool::convert and other related methods const.
