Configure Run 2 muon trigger to use non-MT version of PRD decoders

Since the caching was disabled in the MT version of the RDO to PRD decoding tools, we should use the non-MT version in the Run 2 triggers. Otherwise we will run into problems similar to ATR-20615 when we try to run in events with more than one RoI.

I'm not an expert here, but you are adding some configuration for Run-2 unconditionally, is it correct for master branch, where the Run-3 is expected ?

Hi Pavol,

this part of the trigger will not be used for Run 3 at all; we keep it running now for validation purposes. This part of the trigger was rewritten for Run 3 and the equivalent setup for the Run 3 configuration is in a completely separate place (https://gitlab.cern.ch/atlas/athena/blob/master/Trigger%2FTriggerCommon%2FTriggerMenuMT%2Fpython%2FHLTMenuConfig%2FMuon%2FMuonSetup.py).
