Use L2SA muon RoIs for later chain steps, ATR-20542

I want to merge this change into master.

In Run 2, L2MuonSA created RoIs centered around the L2 muons. These were then used for the later steps in the chain. At the moment, in the Run 3 triggers, we're using always using the initial L1 RoI.

In MR of !28374 (merged), the updated RoI can be used for FTF input. I modified to use RoI recalculated with L2MuonSA as input for later chain steps (L2muComb, EFSA, EFCB).
