Create Tracking/TrkConfig package for new python configuration

Moved all new configuration files of the Tracking domain into the TrkConfig package. Updated the path in other config/CMakeLists.txt files, which used the moved files. Moved tests using the configuration files in TrkConfig to Tracking/TrkConfig/CMakeLists.txt Touches multiple packages but should not influence other changes.
