Master simplify muonconfig

Edward Moyse requested to merge emoyse/athena:master-simplify-muonconfig into master

Create MuonConfigUtils to store the common configuration for the segment finding and track building tests (i.e. it's just the boilerplate code to get things running).

Also turn on FillCacheInitTime by default, since we know that this is necessary for MT.
