Hi,

this is a manual sweep of !28134 (merged), !28478 (merged) and !28591 (merged) from 21.3 into master. After this MR is merged, the updated Run3 layouts ATLAS-R3-2021-01-00-00 and ATLAS-R3S-2021-01-00-00 can be used in master.
